Changing of rates/ Times where annual assessment should be amended

Services rendered by rates and assessment department: :

  • Details of property ownership
  • Registering of names in the assessment register
  • Assessment of new properties and issuance of new assessment numbers

  • Confirmation of your ownership regarding the relevant property
  • Issuance of notice of assessment and tax receipts in your name
  • Ability to obtain Ownership Certificate and Non-Vesting certificate in your name
  • Ability to obtain Building Plan and Certificate of Conformity in the land owner’s name
  • It is a must that your name should be registered in the assessment register when submitting the plan for the purpose of approving allotment of land
  • If you need to make a complaint against the rate taxed, your name should be included in the assessment register
  • If you need to obtain new assessment number, you could apply for it only if the property is registered in your name
  • To confirm the place of residence when you are admitting your child to a government school
  • It is necessary that your name should be included in the assessment register in order to obtain bank loan by mortgaging relevant properties
  • In order to include your name in water and electricity bills, your name should be included in the assessment register of the municipal council
  • Market price of your property increases when your name has been registered in the assessment register and when your rates have been paid up to date. Then you will be able to sell your property for a higher price

How to obtain a new assessment number?

New assessment numbers are issued to newly constructed buildings and sub division of existing properties. New assessment numbers are issued to a property with a separate unit and separate entrance after a physical examination. The following documents are required for this purpose.

  • The owner who is registered in the assessment register must submit a request in writing.
  • Paper issuing new assessment number (issued by the municipal council)
  • A copy of deed to prove ownership
  • A copy of surveyor plan (A plan registered in the Planning Section is required for sub divisions of bare land)
  • A copy of the building plan
  • It is a must to reside in that particular place for issuance of assessment numbers for illegal constructions
  • Date of inspection of the property will be notified and you are requested to be present on that day

If you intend to purchase a land in the Dehiwala – Mount Lavinia Municipality,

Concentrate on the following

  • Land should be more than 6 (six) perches
  • Block plan should have been approved (Not exceeding a period of 10 years)
  • Whether the extent of land in the plan exists physically
  • Whether it is a land proposed to be acquired or allocated for development activities
  • If land is a paddy field, meadow or marshy land and is being developed, whether clearance certificate is obtained from relevant institutions
  • Whether there are natural draining systems in the land and if so whether it is connected to a main drain
  • The ability to manage rain water.
  • Whether there are direct slopes due to removal of soil in the boarder and whether there is a possibility of arousal of such a situation due to neighboring activities
  • Whether there are high voltage wires, posts, communication towers within or passing across the land
  • Whether there are reserves allocated for rivers, streams, rocky mountains or main drains in the land
  • If the roadway to the land is not physically developed, whether there is a possibility of developing it without any interference
  • If the reserves allocated for roadways are marked within the plan, whether that strips of land is physically allocated
  • The roadway to the land should be at least 10 feet wide and whether there is a turning circle for a vehicle
  • Is the width of the roadway to the land in proportion to the extent of land and is it according to the regulations of the Urban Development Authority?
  • If there are conditions mentioned in the approved block plan, whether they are properly fulfilled
  • Whether there are physical obstructions to the roadway to the land. (Eg: electricity posts, telephone posts, huge rocks, water draining systems, parts of houses, etc.)
  • Whether full amount of rate is paid to the Dehiwala – Mount Lavinia Municipal Council for the particular property
  • Under whose name has the particular property been registered in the assessment register of the Dehiwala – Mount Lavinia Municipal Council?
  • • Whether the extent of land mentioned in the plan and the deed physically exists
